Why is this a risk?

The European Chemicals Agency has identified that any chemical that could potentially cause harm is considered to be hazardous. Certain chemicals can cause different types of harm, ranging from mild skin irritation to cancer. They can also have significant impacts on the environment, including the air, water and land, and they may adversely affect plants and animals.

A chemical can only cause harm to our health or to the environment if we are exposed to it. To protect ourselves from hazardous chemicals, they have to be handled in a suitable way so that exposure can be reduced to an acceptable level – or they need to be replaced by safer alternatives.

A wide variety of regulatory protective measures apply to hazardous chemicals, such as the European Union's Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) Regulation, and Classification, Labelling and Packaging (CLP) Regulation, and the United States' Occupational Safety and Health Association.

How are these risks managed?

Regulations establish procedures for collecting and assessing information on the properties and hazards of substances. Companies need to register their substances and to do this they need to work together with other companies who are registering the same substance. The European Chemical Agency receives and evaluates individual registrations for compliance, and European Union member states evaluate selected substances to clarify initial concerns for human health or for the environment.
